Craigslist Portland Rideshare
Search for upcoming rides offered or post a request.  You'll find plenty of rides down south to Eugene and San Francisco, as well as north to Seattle.  We found a lift last summer from San Francisco back to Portland for a mere $20 gas contribution; typically you'll share in gas costs or driving.
Pedicabs
For a quick hop around downtown destinations or for a more leisurely tour, take a ride on an eco-frienly rickshaw.  PDXPedicab and CascadiaCabs are two companies providing the service and can accomodate one to three passengers.  There are no official posted rates as drivers are compensated by donation, so tip fairly and accordingly; ask the driver before you get on and he or she can give you a ballpark figure.

Provides an online social rideshare and carpool matching systems in North America.  The link will take you direct to Portland, OR rideshare opportunities as a driver or a passenger.
