Craigslist Portland Community Find activities, activity partners, classes, events and volunteer opportunities, updated daily.  Use the search box to look for keywords to connect with new friends such as 'basketball' or 'movies' or 'friends' or whatever.
Hands on Greater Portland Local clearinghouse for all volunteer opportunities.  Lend a hand and volunteer--search by calendar or search by specific criteria--location, key word or impact area.  Plenty of chances to make new friends here.
From web site:  "The Mazamas, founded in 1894 on the summit of Mt. Hood, is a nonprofit mountaineering education organization located in Portland, Oregon.  Mazamas offers over 900 hikes and 350 climbs annually for over 13,000 participants.  A variety of classes and activities are offered for every skill and fitness level and are open to both members and non-members." 

Their web site lists weekly hiking opportunities; you don't necessarily have to be a member to participate!
Meetin Portland Plenty of social opportunities to make new friends at this popular and huge web site.  They tell it best:  "The MEETinPORTLAND group's primary focus is to provide a relaxed, 'non-pickup-scene' social environment for people to enjoy without paying membership fees. If you just moved to Portland or if you have lived here for a while, this group can be a great way to meet new people in the area. Join us for happy hours, camping, hiking, clubbing, art gallery tours, barbecues, ski trips and many other social events around the Portland area. MEETin.org is 100% free and 100% volunteers."  We've been part of this group back back in 2004 and have both hosted and participated in other members' events.  Take a look at the upcoming events or sign up for a mingler.
Meetup From the web site:  "Meetup is the world's largest network of local groups. Meetup makes it easy for anyone to organize a local group or find one of the thousands already meeting up face-to-face." 

Just plug in your topic or interest and your zip code to check out the many different groups similar to your interests.  Or search by category such as 'Movie Fans,' 'Fitness,' 'Parenting' and much more.
Portland Humpin Hash This is the Portland chapter of the international group of non-competitive running and drinking clubs.  So if you'd like to partake in drinking beer and running events, there's usually a weekly hash that also welcomes newbies.  Cost is just $5 per event.  For more, check out the Portland FAQ or the the Wikipedia article.
Recesstime Sports Leagues You can't put a dollar value on friendships, so although we wouldn't necessarily count Recesstime Sports Leagues in the class of cheap activities, you will find that your registration fee does give you a lot of bang for your buck.  The best part is that you can register as an individual and you'll be placed on a team--instant camaraderie!  Leagues for kickball, dodge ball, bowling, mush ball and ping pong form throughout the year so check it out.  
Underdog Sports Leagues
Underdog offers adult co-ed recreational sports leagues in and around the Portland area, with teams forming throughout the year in sports such as Bowling, Cornhole, Flag Football, Kickball, Softball, Dodgeball, and Volleyball!
